More Dialouge and Npc's
You know you all love seeing clusters of npc's in an explorable area making places seem like a real city (like parts of waijun baazar and budbek byway).
I'd like it A-net simply added more npc's in areas.
Add some more right outside of Lion's Arch, put some dwarves scattered around the southern Shiverpeaks.
One of my favourite missions being Tihark Orchard, for the simple reason that it feels like a town with things going on in it.
it should not be hard to just duplicate some npc's and put them around. If needed be, make these extra npc's show up after you have beaten the game.
Final suggestion is to give the npc's more dialouge.
I can currently click on a npc and get 1 out of 3 possible respones
I wish it was something like 1 out of 5 possible respones
Or maybe if you bothered them to much they attack you.
GW just needs more life.
Duplicating npc's should be easy enough.
I guess adding dialouge may be a little harder to do (with fitting in the storyline I suppose) or making them give out riddles or challenges.
but I would at least like to see more npc's in explorable areas.
It's dull to go outside and see Nobody there, wtf is that Perma Realm of Torment, throughout almost the entire game?

Hmm, as for new dialogue how about stuff that's happening right now. For example, a couple of NPCs could be having a discussion such as:
NPC1: "Oh Hi, So I hear "Incomming!" got nerfed last night"
NPC2: "Yea, shame, now the Paragon only has 2 Command Elites"
NPC1: "Well, At least they still have Defensive Anthem, I hear that's pretty good"
NPC2: "You're not wrong there, my Aunt was trying it out, she lives in Elona"
NPC1: "Oh cool, do you see her often?"
NPC2: "Maybe once or twice a year, I just hop on the boat at Kaineng Docks, Elona's nice during Wintersday. The boat ride's a bit choppy though, especially as we move closer to Elona. And a rumbling...as though something's waking up down there..."
Or how about
NPC1: "HAI GUISE! I hear The Scar Eater's dropped his ten thousandth staff last night. We having a party?"
NPC2: "Wtf? You celebrate some pretty dumb things NPC1."
NPC3: "Yea, we don't need an excuse for a Party!"
NPC1: "Well excuse me for thinking that was a great achievement. Oh, by the way, I hear there are bots in Bergen Hot Springs again!"
NPC3: "NO WAI!!"
NPC2: "Oh god, not this crap again..."
Writing the dialogue would be fun but very VERY time consuming for ArenaNet I would imagine. Then there's the language translation of it all...

Having more NPCs, and having them actualy move around and do things would make a lot of outposts seem a little less dead.
Of course, it's not going to happen though.

Actually Anet uses automatic spelling converters, they just need to check the grammar of the output those give.
Try setting your language to 'Bork Bork Bork' in options;
No way a Dev bothered to type everything out like that, it's a program.
And yea, there's a bunch of places that could use more life. I think it could be done with a few extra NPC's but most importantly an AI upgrade.
AI that makes NPC's gather in said groups, instead of having been pre-placed in one, perhaps copy each other's emotes like heroes and henchies mimic the team leader.
They should also run away or call for help/guards when they are attacked by mobs;
Like 40% chance to be chicken, 60% to fight back; 50% chance to scream for help if health comes below 50%.
While I would like something more complicated, should probably keep it simple, because servers still don't bend over backwards.
Collectors, guards and quest NPC's would of course stay where they are and not fight stuff, but it would be nice if NPC's could at times gather around them seeming to have a chat with them.
Lastly, I wish every town had the acting henchmen [wiki]Longeye's Ledge[/wiki] in GWEN does, it makes them much, much more fun.

Instead of shoving useless additional NPC's into places people will barely look (some of the outposts across all games dont even get looked at anymore lol) why not try putting something there than might actually attract human players, that should get it the much needed life

I vote for a friendly Mursaat NPC with an elite-level repeatable quest in Maguuma Stade

I actually talk to the npcs when I can. Sometimes you get some wierd little easter egg. Anet people can be funny if u take time to enjoy the world they created and not just "kill more stuff". I wouldnt mind seeing some new short quest like they had in morrowind. And to Beavers suggestion /signed.

I also wished that later on they could put some kind of script where you have a 1/8th chance that the npc wants something from you.
Lets say NPC wants 10, Skree wings, and you get 500 gold if you did that.
Just breath more life into the game =P

Oh, yeah! I stop and listen to every NPC, which is half the reason I rarely PUG if I don't have to. I watch cutscenes, listen to conversations, etc. I stuck around for the storyteller in Haiju Lagoon even when I didn't know he had a quest. That "rub elbows with the princes" mission in NF took me forever the first time because I stopped for EVERYONE.
NPCs say the darndest things, they really do. Like the raving hobo drunkard lunatic or whoever that is in Kamadan, and Horace in Sardelac Sanitarium. I'd definitely /sign for more chatter in the game. Even if it doesn't lead to new quests, it's entertaining and a nice break from the usual "start at point A, run here, kill these, save that guy, take him back to point A."

The people in sardelac (in game not the nut jobs here) are fun to talk to. I like the one with the eggs. I dont think it would actually take that much to code some new speaches and random npcs in areas. Some places have the bodies but they dont say anything. I remember when the monks at rez points in pre talked trash to the noobs. Click on one and the talk was something like "I can think of better things to do than healing the foolish"

I love lots of NPCs and reading their dialogues.
but with one condition, do not place them in locations that could possibly kill you. like Komir in All alone in the Darkness, Scorch Emberspire of A Flickering Flame and Terick of Escape from the torment. make them move away when stuck!
I did all these 3 quests together, and those 3 NPCs. *sigh* are irritating! they won't move away from place that gets you stuck. very very irritating!!! luckily manage to complete all or else time wasted.
PS: the Merchant Stall in EOTN in Gunnar's Hold: fail! Bad design*, you can only access the stall from one particular angle and often will get stuck. I know you can just navigate and use the keyboard, mouse to move in the correct position, but its irritating. please don't do that again. thanks
*not in terms of visual aesthetics, its the function and accessibility of it that is bad.

1st step
Duplicate npc's
2nd step. add speech to npc's without speech currently
3rd step, add new speech to npcs.
4th/optional step: add riddles/challenges/repeatable quests (like kill X boss) to npcs.
